<title>Stakeholder perceptions on community governance efforts: A case of a project implemented in Sri Lanka</title>

<description>Stakeholder perceptions on community governance efforts: A case of a project implemented in Sri Lanka
Heenkenda, S.; Chandrakumara, D.P.S.; Ratnayake, R.M.K.; Karnasuriya, A.P.
Attached; Community participation in governance has now become an integral principle in development thinking. In practice also, efforts&#13;
are being made to apply this principle in various aspects of governance. However, the sustainability of community participation in&#13;
governance is highly determined by the stakeholder perceptions concerning the change made by that effort. This study&#13;
investigates the stakeholder perceptions on the governance structures and procedures introduced in one selected area in Sri Lanka.&#13;
The project implemented in Hambantota and Monaraga districts with the aim of establishing community level structures below&#13;
the local government level and links them with the overall system of governance through the project in order to fill the gap of an&#13;
absence of a governance structure for the people to participate at grassroot level. The project introduced two additional&#13;
governance structures, Village Organizing Committee (VOC) and Rural Coordinating Committee (RCC), in order to work with&#13;
the existing system of governance. This study aimed to comprehend the way people perceive the newly introduced governance&#13;
structures and the things related to them.&#13;
The study found that all stakeholder categories were in a highly positive perception regarding the new governance structures. The&#13;
government officials were the most satisfied regarding the importance of the new change. Women and poorest of the poor are&#13;
were highly satisfied among the marginalized groups. The three main activities, improving governance and participation,&#13;
promotion of sustainable development and resource mobilization and infrastructure development were identified as the key&#13;
drivers of satisfaction. However, the respondents were relatively less satisfied on the provision of adequate information on&#13;
marketing and promotion of linkages.

<title>READINESS TO RETIREMENT PLANNING OF ESTATE SECTOR EMPLOYEES IN SRI LANKA</title>
<link>http://dr.lib.sjp.ac.lk/handle/123456789/6112</link>
<description>READINESS TO RETIREMENT PLANNING OF ESTATE SECTOR EMPLOYEES IN SRI LANKA
Heenkenda, S.
Attached; This research sought to identify the motivational factors associated with the intention to readiness to&#13;
retirement planning of estate sector employees in Sri Lanka. The theory of planned behavior (TPB)&#13;
investigates the effects of the behavioral factors associated with the intention to readiness to&#13;
retirement planning. Simple random sampling method was used to select the respondents and face-toface interview was conducted to survey 900 households in the Nuwara Eliya district of the central&#13;
province in Sri Lanka. The principal component analysis was used to calculate factors with Varimax&#13;
rotation applied factor extraction. The regression analysis method was used to facilitate a path analysis&#13;
of respondents’ behavior. The result revealed that estate sector1 employees’ readiness to retirement&#13;
planning was significantly related to personal attitudes, social pressures and a sense of control.&#13;
Readiness to retirement planning turns out to be of utmost important and the study discovered&#13;
behavior patterns that have implications. Reducing structural barriers, financial knowledge and&#13;
financial inclusion may culminate the retirement planning behavior. Findings of this study can be&#13;
beneficial for financial product development, especially for rural and informal sector employees in&#13;
attracting and retaining clients.

<title>INCLUSIVE INSURANCE SECTOR: AN INNOVATIVEBUSINESS MODEL FOR MICRO-INSURANCE DELIVERY IN SRI LANKA</title>
<link>http://dr.lib.sjp.ac.lk/handle/123456789/6111</link>
<description>INCLUSIVE INSURANCE SECTOR: AN INNOVATIVEBUSINESS MODEL FOR MICRO-INSURANCE DELIVERY IN SRI LANKA
Heenkenda, S.
Attached; The core objective of this study is to explore the feasibility of&#13;
farmers’ organizations (FOs) as a vehicle for micro-insurance&#13;
delivery of the paddy crop, grown by small-scale (peasant)&#13;
farmers in Sri Lanka. Factor Analysis was used to elicit the&#13;
group dynamic and the capacity of FOs as a stakeholder in the&#13;
insurance supply chain. The results show that the farmers’&#13;
organizations are most widespread and are a very close&#13;
institutional setup for paddy farmers because FOs are capable of&#13;
handling financial activities with transparency, and have healthy&#13;
financial habits and as a result farmers participate actively in&#13;
farmers’ organization activities. This study provided clear policy&#13;
insights for the policy makers to implement an innovative&#13;
business model for micro-insurance delivery to be incorporated&#13;
with the FO model in Sri Lanka. Furthermore, it was revealed&#13;
that the postal network can act as a financial intermediary in&#13;
circumstances to assist the FOs in financial activities, where the&#13;
commercial insurers do not have an outlet or branch networks in&#13;
their target area. Therefore, in order to develop the links&#13;
between the farmers and the insurers, it seems viable that the&#13;
public-private partnership model be used for micro-insurance&#13;
supply to paddy farmers in Sri Lanka

<link>http://dr.lib.sjp.ac.lk/handle/123456789/6110</link>
<description>FACTORS INFLUENCING TAX PAYERS’ COMPLIANCE AMONG SMALL AND MEDIUM ENTERPRISES IN SRI LANKA
Heenkcnda, S.; Wecrasekara, C.M.; Chathuranganie, W.H.I.
Attached; Tax non-compliance is considered a serious challenge, which slackens income tax administration and tax revenue performance. The main objective of this study is to explore the prominent factors influencing tax compliance among SMEs in Sri Lanka.The concise conclusion of the study revealed that tax compliance of SME owners was influenced significantly by three factors: the propensity of being positive at government expenditure pattern, low tax avoidance/ evasion tendency of referent group and earning comparatively low income. They are found as prominent factors that are more likely to deliver the desired increase in tax compliance. In particular, high amount tax payers are more sensitive towards government policy implementation patterns and the way the government uses their tax money. Also, those who earn more income tend to hide their actual income as they are more concerned with investing to expand their business rather than allocating more on taxes. Nevertheless, results are also consistent with prior studies on this taxation in different contexts.
