This article presents a hypothetical review of the envisaged&#13;
changes in built environments, institutionalized planning processes&#13;
and the real estate sector under the ‘new normal’ post-pandemic&#13;
situation. While the dominant discourse in planning and urban&#13;
development envisages a drastic change in human behavior,&#13;
responding to likely future pandemic situations, causing a major&#13;
transformation in the order of public spaces, the form of cities and&#13;
the methods of planning, this article discusses the uncertainties&#13;
associated with such ideologies. Further, it questions the possibility&#13;
of catastrophes to change built environments and the necessity of&#13;
pandemic-adaptive planning.

The focus of urban planning is to place communities in healthy&#13;
built environments. Providing fresh water, air and sanitation were&#13;
early concerns however, less tangible but critical concerns are&#13;
arising with the recent experience of spread of deadly virus&#13;
diseases. Novel corona virus that hit the world in 2020 is a&#13;
millstone to almost all the countries keeping activities lockdown.&#13;
People were socially fragmented, lost access to earnings and basic&#13;
needs such as food. The growth rates of economies were stuck or&#13;
alarmingly decreased, followed by the sudden closure of the&#13;
constructions and productions. This concept paper focus on three&#13;
specific areas that identified as crucial during the spread of&#13;
COVID-19. Developing smart networks, analyzing the viability of&#13;
vertical living and re-building the construction sector were the key&#13;
areas discussed. The outcomes reveal collection of data at smallest&#13;
administrative units and combining with digital platforms will&#13;
facilitate building smart networks. Creating more space at ground&#13;
level in high rise buildings is a must to facilitate the circulation.&#13;
Good communications, supportive supply chains and the&#13;
application of force majeure concept are some to speedy recovery&#13;
in construction field. Policy makers are advised to re-visit the&#13;
strategies to ensure the uninterrupted networks and re-building the&#13;
economy.

COVID-19 has been an unprecedented challenge ever faced by the&#13;
global society and global markets. Even though the Sri Lanka&#13;
situation is comparatively less dangerous, as it is able to controlled&#13;
with fewer number of infected persons and deaths, implication of&#13;
COVID-19 on overall socio-economic context of the country is not&#13;
easy to measure. As it is highly affecting to all market operations,&#13;
what implications on real estate sector is a special inquiry among&#13;
real estate actors. “Whether it is a challenge or an opportunity” is a&#13;
debatable theme to move ahead in the market under the&#13;
compressed scenario due to an abnormal uncertainty made by the&#13;
COVID-19. However, it can be suggested that recognizing&#13;
opportunities from challenges and/or transforming challenges into&#13;
opportunities is the strategic way of action in the real estate sector&#13;
of the country at this very important movement.
