As a result o f over population o f vehicles on the road and lack o f infrastructure traffic
congestion becom es a huge problem in Sri Lanka. A m ong the solutions to this problem
Closed Circuit Television (CCTV) provides more flexibility and reliability. Due to that
CCTV is used as an answer to that problem.
Current traffic m anagem ent system runs fix times, which will sometimes not enough to
clear the whole traffic but som etimes it will waste the time where there are no vehicles on
the road. In this research the objective was to minim ize the wastage o f time when roads
arc em pty by the use o f CCTVs.
By taking the video footage from CCTV which is placed on the road a program was
developed to process the frames o f the video footage using M atlab com putational
software and com pute the average pixel variation o f the video footage from frame to
frame. It could track w hether there are vehicles on the road or the road is empty. Then
Arduino m icroprocessor was used to get output signal from Matlab. A fter that a PLC
(Program mable Logic Circuit) program was developed to turn the road’s color light into
red where there are no vehicles on the road. It will help to minim ize the wastage o f green
time w here there are no vehicles on the road.
